The Government will block new incinerators if they do not help meet environmental objectives under rules unveiled on Monday. Developers will have to show that their project either helps reduce the amount of non-recyclable waste going to landfill, or replaces an older, less efficient incinerator. The move forms part of the Government’s drive to increase recycling rates, which have held at about 45% of household waste since 2015. Environment minister Mary Creagh said: “For far too long, the nation has seen its recycling rates stagnate and relied on burning household waste, rather than supporting communities to keep resources in use for longer. “That ends today, with clear conditions for new energy from waste plants – they must be efficient and support net zero and our economic growth mission, before they can get the backing needed to be built.” Developers will also have to ensure their incinerators are ready for carbon capture technology, and demonstrate how the heat they produce can be used to help cut heating bills for households. The Government expects that its “crackdown” on new incinerators will mean only a limited number are built, while still reducing the amount of waste sent to landfill and enabling the country to process the waste it produces. The Department for the Environment, Food and Rural Affairs said the country was almost at the point where it had enough waste facilities to handle non-recyclable rubbish, and so had limited need for new incinerators. NEW YORK (AP) — Brian Thompson led one of the biggest health insurers in the U.S. but was unknown to millions of people his decisions affected. Then Wednesday's targeted fatal shooting of the UnitedHealthcare CEO on a midtown Manhattan sidewalk thrust the executive and his business into the national spotlight. Thompson, who was 50, had worked at the giant UnitedHealth Group Inc for 20 years and run the insurance arm since 2021 after running its Medicare and retirement business. As CEO, Thompson led a firm that provides health coverage to more than 49 million Americans — more than the population of Spain. United is the largest provider of Medicare Advantage plans, the privately run versions of the U.S. government’s Medicare program for people age 65 and older. The company also sells individual insurance and administers health-insurance coverage for thousands of employers and state-and federally funded Medicaid programs. The business run by Thompson brought in $281 billion in revenue last year, making it the largest subsidiary of the Minnetonka, Minnesota-based UnitedHealth Group. His $10.2 million annual pay package, including salary, bonus and stock options awards, made him one of the company's highest-paid executives. The University of Iowa graduate began his career as a certified public accountant at PwC and had little name recognition beyond the health care industry. Even to investors who own its stock, the parent company's face belonged to CEO Andrew Witty, a knighted British triathlete who has testified before Congress. When Thompson did occasionally draw attention, it was because of his role in shaping the way Americans get health care. At an investor meeting last year, he outlined his company's shift to “value-based care,” paying doctors and other caregivers to keep patients healthy rather than focusing on treating them once sick. “Health care should be easier for people,” Thompson said at the time. “We are cognizant of the challenges. The gun on the floor was registered to Williams, but he didn't have a concealed-carry permit. His brother did. Prosecutor Kym Worthy said Michigan law is “far from clear” when applied to the 1 a.m. traffic stop on Oct. 8. “We really could not recall any case that had facts that mirrored this case,” she said. Williams was riding in a car driven by his brother when Detroit police stopped the vehicle for speeding. Williams said one of two guns in the car belonged to him and was registered. But without a concealed-pistol license, known as a CPL, a Michigan gun owner typically must place the weapon in a closed case while in a vehicle. A violation is a felony. In this case, Williams' brother had a permit. “The CPL holder here was the driver and had care, custody and control of the car," Worthy said. “Guidance is needed for the future on how many weapons can a valid CPL say that they have control over.” Williams obtained a CPL on Nov. 6, a month later, attorney Todd Flood said. “My client is thankful and humbled by the hard work Kym Worthy and her team put into this matter,” Flood said. The Chargers quarterback did not practice Wednesday as Los Angeles began preparations for its game Sunday against Tampa Bay. Herbert injured his left ankle during the first quarter of last Sunday's 19-17 loss at Kansas City. Herbert said Wednesday that the injury occurred during a 7-yard scramble on third down during the opening drive. Television cameras showed him grimacing and walking slowly to the sideline after the play. “It was difficult to play with," he said. "It was one of those things where we limited some of the runs out of the pocket. I didn't feel great, but it was one of those things to play through.” Herbert's left leg was later bruised after taking a hard hit from linebacker Nick Bolton during the second quarter. Herbert missed only one play and completed 21 of 30 passes for 213 yards and a touchdown. “The contusion, I think that is something that is easily recoverable. I'm doing everything I can with the ankle,” Herbert said. “If I felt like I could have practiced at 100% and make sure everyone was able to get full-speed reps, I would have. I didn't think I was able to do that today, so the trainers and I were on the same page.” Herbert suffered a high sprain to his right ankle during the third quarter of a 26-3 win at Carolina on Sept. 15. That limited his mobility and some of the play calls in losses to Pittsburgh and Kansas City the next two games. However, Herbert is not in a walking boot this time, which was the case with the injury earlier in the season. The fifth-year quarterback also said the pain tolerance with his ankle injury is better to deal with compared to the earlier one. “I’d like to see him get treatment and not be on his feet. He will do everything in his power to play on Sunday,” coach Jim Harbaugh said. The Chargers have lost two of their last three, but are the sixth seed in the AFC with an 8-5 record. After facing NFC South-leading Tampa Bay on Sunday, Los Angeles hosts Denver in a Thursday night matchup on Dec. 19 as both teams are vying for a playoff spot. It's the second time in three seasons Herbert is dealing with an injury after a game at Kansas City. In 2022, he fractured rib cartilage after taking a hard hit from Chiefs defensive lineman Michael Danna during the fourth quarter. Herbert missed two weeks during training camp because of an injury to the plantar fascia in his right foot. He also had a torn labrum in his non-throwing shoulder near the end of the 2022 season and two broken fingers last year, including one on his throwing hand that caused him to miss the final four games. Herbert has joined Tom Brady as the only players who have not thrown an interception in 11 straight games with a minimum of 15 attempts in each game. Brady accomplished the feat with New England in 2010. The last time Herbert was picked off was midway through the first quarter on Sept. 15 by Carolina’s Jaycee Horn. Ministers told ‘incompetence’ at Met Office led to underestimation of Storm BertIrish civil servants compiled a list of “major leaks” they claimed originated from the Northern Ireland Office (NIO) and Special Branch officers in the region, records show. The confidential briefing note is part of the tranche of documents made public in the annual release of State papers from the Irish National Archives. An Irish Department of Foreign Affairs official focusing on justice and security created the list in October 2002. The document starts by referencing a 1999 interview given by George Mitchell, the chairman of the Good Friday Agreement negotiations, in which he claimed the British and Irish governments, as well as Northern Ireland’s political parties, had leaked information to manipulate public opinion. However, he further accused the NIO of attempting to sabotage the process by leaking information on British Government policy to the media. Mr Mitchell, a former US senator, is said to have expressed alarm and anger over the frequency of leaks from the NIO – saying they were uniquely “designed to undermine the policy of the British Government of which they were a part”. The Irish civil servant notes Mr Mitchell himself was subjected to an attempted “smear” when he first arrived in Northern Ireland, as newspaper articles falsely claimed his chief of staff Martha Pope had had a liaison with Sinn Fein representative Gerry Kelly with ulterior motives. The Irish civil servant goes on to list several “leaks”, starting with the publication of a proposed deal in a newspaper while “intense negotiations” for the Downing Street Declaration were under way. Next, the Department lists two “high-profile and damaging leaks issued from the NIO”. A so-called “gameplan” document was leaked in February 1998, showing papers had been prepared weeks before the Drumcree march on July 6, 1997. In the preceding years, there had been standoffs and clashes as nationalists opposed the procession of an Orange parade down Garvaghy Road in Portadown. The gameplan document showed then secretary of state for Northern Ireland Mo Mowlam, who was publicly expressing a desire for a negotiated solution to the 1997 parade, advocated “finding the lowest common denominator for getting some Orange feet on the Garvaghy Road”. In 1997, a large number of security forces were deployed to the area to allow the march to proceed. The incident sparked heightened tension and a wave of rioting. The document further describes the release of a document submitted by the NIO’s director of communications to the secretary of state as a “second major leak”. It claims a publicity strategy was released to the DUP in the aftermath of the Good Friday Agreement and showed how the UK Government would support a yes vote in a referendum following any talks agreement. In addition, it is claimed unionists used leaked sections of the Patten report on policing to invalidate its findings ahead of its publication in 1999. The report recommended the replacement of the Royal Ulster Constabulary with the Police Service of Northern Ireland, the changing of symbols, and a 50-50 recruitment policy for Catholics and Protestants. At the time, UUP leader David Trimble said the recommendations would lead to a corruption of policing in Northern Ireland. Chris Patten, chairman of the independent commission on policing, said some of the assertions were a “total fabrication” and designed to “muddy the waters” to create a difficult political atmosphere. Elsewhere, the author notes it was leaked to the media there was serious disagreement between the governments of the UK and Ireland on the composition of that commission – with not a single name submitted by the Irish side being accepted by the other. The author notes this incident, still under the heading “NIO leaks”, was believed by British officials to have emanated from the Irish side. The report turns to leaks of other origin, claiming “disgruntled Special Branch officers in Northern Ireland” were blamed by the British Government for a series of releases about the IRA which were designed to damage Sinn Fein in the 2001 general election in Northern Ireland. One senior Whitehall source was quoted in the Guardian as complaining that Special Branch was “leaking like a sieve” after details of an IRA intelligence database containing the names of leading Tories – described at the time as a “hit list” – was passed to the BBC in April 2002. The briefing note adds: “This was followed days later by a leak to The Sunday Telegraph which alleged that senior IRA commanders bought Russian special forces rifles in Moscow last year. “The newspaper said it was passed details by military intelligence in London.” The briefing note adds that other Special Branch leaks were associated with the Castlereagh break-in. The final incident in the document notes the Police Ombudsman’s Report on the Omagh bombing was also leaked to the press in December 2001. Then Northern Ireland secretary John Reid said at the time: “Leaks are never helpful and usually malicious – I will not be commenting on this report until I have seen the final version.” The reason for creating the list of leaks, which the Irish National Archives holds in a folder alongside briefing notes for ministers ahead of meetings with officials from the UK Government and NIO, is not outlined in the document itself. – This document is based on material in 2024/130/6.

Labour MP for Cardiff West, Alex Barros-Curtis, said warnings should have been “amber or red”, as Mr Reed told MPs that more flooding is “likely”. In the Commons on Monday, Mr Barros-Curtis asked: “Can I ask that the Secretary of State speak to his Department for Science, Innovation and Technology (DSIT) colleagues to carefully look into the role of the Met Office here? “It is clear that their response was slow and that there was a clear underestimation of the impact of Storm Bert. “They put it yellow rather than amber or red. Our constituents have been let down by this incompetence before, and it cannot keep happening.” Mr Reed said: “In most parts of the countries that were affected, warnings were given with adequate time for people to prepare and I would encourage people to sign up on the Defra website, or the Environment Agency website for warnings and alerts if they live in an area that could be affected by flooding. “I’m aware of the particular concern that he mentions regarding the Met Office, and I will indeed be speaking to colleagues in DSIT as they review the circumstances of that and look at how the situation can be improved for future events of this kind.” A Met Office spokesperson said: “Storm Bert was well forecast, with first signs of disruptive weather signalled a week ahead and the first warnings issued on Wednesday November 20. “A number of warnings were in place ahead of the system reaching the UK. “We work closely with partners to assess the potential risks of extreme weather and warnings covering Wales highlighted the potential for homes and businesses to flood with fast flowing or deep floodwater possible, causing a danger to life. “Observed rainfall totals were broadly in line with the forecast and the severe weather warnings issued in advance.” During his update to the House, the Environment Secretary said that more flooding this week is “likely” but its impact “should be less severe” than has been seen. He said: “Around 28,000 properties are being protected by Environment Agency flood defences. “Unfortunately, an estimated 107 properties have flooded across England, principally from river and surface water flooding.” He added: “The Environment Agency and local responders have also been busy protecting properties elsewhere in England, including flooding from the River Teme in Tenbury Wells where around 40 properties have flooded. “The river has now peaked and local responders will be focusing on the lower reaches of rivers over the next few days.” He further stated: “Further flooding is sadly likely over the next few days as water levels rise in slower flowing rivers such as the Severn and the Ouse. “The Environment Agency anticipates that any impacts should be less severe than we have seen in recent days.” Mr Reed also described the flood defences they inherited from the previous government as being “in the worst condition on record following years of underinvestment”. He added: “Over 3,000 of our key flood defences are below an acceptable standard. “That is why we are investing £2.4 billion over the next two years to build and maintain flood defences.” Elsewhere in the session, Labour MP for Coventry South, Zarah Sultana, was among the MPs to call for a legal duty on fire services to respond to flooding. She said: “I want to express my solidarity and thanks to all of our emergency services, including firefighters on the front line. “Extreme weather events are on the rise and becoming ever more frequent due to climate change, highlighting the urgent need for proper funding and resources. “England is the only part of the UK without a statutory duty for flooding, leaving fire services underfunded and under-resourced to respond effectively. This must change, as the FBU (Fire Brigades Union) has long called for.” “When will the Government finally provide a statutory duty for Fire and Rescue authorities to respond to flooding incidents in England?” Mr Reed replied: “The fire and rescue authorities have the powers to intervene, but she’s quite right to point out there’s not a duty, and officials in my department, working with the Home Office, will review that to see that that remains appropriate.” Conservative MP for Mid Buckinghamshire Greg Smith said some communities in his constituency are flooding “for the first time in decades” as he accused the Government of wanting to “concrete over the countryside”. He said: “That is a result of some of the big infrastructure we are seeing being built, particularly HS2 where they will concrete over a field completely, it seems, unaware that that will have a knock-on effect to farmland next door. “So will the Secretary of State commit to working with the Transport Secretary (Louise Haigh) and I also suggest the Deputy Prime Minister (Angela Rayner) given their plans to concrete over the countryside to ensure that where construction takes place proper, and I really mean proper, flood mitigation measures are put into place.” Mr Reed replied: “This needs to operate across Government, and we will have those conversations and ensure that measures are put in place to support communities as much as is possible from the more severe weather events that we’re seeing as a result of climate change.”Ashlon Jackson scores career-best 30 points to lead No. 14 Duke past No. 10 Kansas 73-62

However, members of the Brits in Auckland Facebook page have been questioning the price, claiming it is too expensive.
